As the trend of Free Trade and Global integration being deeper and deeper, some traditional trade barriers such as high tariffs had been the history in the international trade fields. In priciple, Member States of WTO can not provide protection for Domestic products through limit numbers and increace tariffs, but at the same time, Technical Barriers to Trade is being the new means for developed countries to protect Domestic products, which take great effect to other countries. It is counteracted a large part of international trade, effected the whole trading system, damaged the profit of the whole Trade-exporting countries, especially the profit of many developing countries with its huge coverage ,varied styles and harsh technical standards. The main new trade barriers that export Textiles and Apparel our country faced are the following: Technical Barriers to Trade, Environmental barriers, Social barriers. And new barriers is around the core of Technical Barriers to Trade. This thesis takes Technical Barriers to Trade for example, express the new trend of Technical Barriers to Trade, and analysis some reasons of met Technical Barriers to Trade from subjective and objective, and then discouss the postive effect of middle-term and long-term and the negative effect of short-term of export Textiles and Apparel that Technical Barriers to Trade takes by using some analysis of Economics, and point out some outstanding problems that existed in our country’s Textiles industry when cope with foreign Technical Barriers to Trade, at last bring forward some stratiges of meeting Technical Barriers to Trade from macro and micro of enterprises and government.
