NICIE believes that the freedom of thought and the ability to make a decision are among the major factors of success. Accordingly, it authorizes the manager of each sector to make a plan for their division; while the administration supervises the plan implementation and surmounts possible obstacles. NICIE administration also ensures that each manager motivates their employees to voice their opinions and make sure that those managers convey such opinions, regardless of their nature, to the administration.
